P409 ‘Aligning BMRS Reporting Requirements with the Clean Energy Package’

Summary
The EU’s Clean Energy Package requires that:
“Transmission system operators or their delegated operators shall publish, as close to real time as possible but with a delay after delivery of no more than 30 minutes, the current system balance of their scheduling areas, the estimated imbalance prices and the estimated balancing energy prices”
BSC systems are compliant with this requirement in practice, however BSC Section V is not aligned to current BSC system functionality or the Clean Energy Package, requiring that these data items are published within 45 minutes and therefore creating potential ambiguity for market participants. Section V should therefore be updated to ensure the BSC is aligned with the Clean Energy Package and eliminate any ambiguity.

Progression
P409 was raised on 12 May 2020 and the Initial Written Assessment was presented to the BSC Panel at its meeting on 11 June 2020. It was progressed straight to Report Phase and the consultation was issued between 15 – 29 June 2020.
P409 was approved under Self-Governance by the Panel at its meeting on 09 July 2020.
