EL02803 : BMRS planned downtime on Wednesday 18 April 2018

There will be a period of planned downtime for the Balancing Mechanism Reporting Service (BMRS) between 17:00 (BST) and 17:30 (BST) today, Wednesday 18 April 2018. The planned downtime is required to resolve an issue relating to the processing of System Warnings on BMRS.

EL02801 : Interim Information (II) Settlement Re-Runs

If a Non Half Hourly Data Aggregator (NHHDA) does not submit data for a Settlement Date, the Supplier Volume Allocation Agent (SVAA) will use default data to avoid zero data entering Settlement.

The SVAA was unable to use default data in Settlement calculations between 29 March 2018 and 5 April 2018 (excluding 3 April) due to a system issue. For these dates, where a NHHDA did not submit data, zero metered volumes were used. In order to correct this issue and avoid any impact on Settlement, Settlement Re-Runs were completed on 13 and 14 April 2018.

EL02799 : Issue with SVAA Calendar 2018/19

Further to Circular EL02794, the 2018/19 SVAA Calendar was distributed in the D0286 (Data Aggregation and Settlements Timetable) File with an incorrect date range. A corrected D0286 file has been distributed to all Data Aggregators (DA).

EL02786 : BMRS planned downtime: Saturday 24 - Sunday 25 March 2018

There will be a period of planned downtime for the Balancing Mechanism Reporting Service (BMRS) between 23:00 (GMT) on Saturday 24 March and 05:00 (BST) on Sunday 25 March 2018. Parties should be aware that this downtime will also cover the ‘Short’ Clock Change taking place on Sunday 25 March 2018.

EL02781 : Defaulting of the Teleswitch file for Settlement Day 9 March 2018

On Friday 9 March 2018, we issued ELEXON Circular EL02780.

There has been a communications issue with the Central Teleswitch Control Unit (CTCU), which prevented the out-turn Teleswitch file (D0277) from being created and processed as usual for 9 March 2018.

The Teleswitch Data Services Agent (Energy Networks Association) has now successfully implemented a solution, and the CTCU was fully working on 10 March 2018.

EL02780 : Defaulting of the Teleswitch file for Settlement Day 8 March 2018

Yesterday, 8 March 2018, we issued ELEXON Circular EL02778. There has been a communications issue with the Central Teleswitch Control Unit (CTCU). The issue has prevented the out-turn Teleswitch file (D0277) from being created and processed as usual for 8 March 2018. A solution has been found by the Teleswitch Data Services Agent (Energy Networks Association), and this is currently being implemented.

EL02777 : Scheduled cutover to ELEXON Primary (DTN) Gateway

Further to ELEXON Circular EL02766 we have scheduled the cutover from our Warm Standby (DTN) Gateway to our Primary (DTN) Gateway between 16:00 (GMT) and 18:00 (GMT) on Thursday 8 March 2018.  Whilst we will work to ensure that no files are affected by this cutover we request that parties do not send files to ELEXON via the DTN during this period.

ELEXON has been advised by one of the Market Index Data Providers (MIDPs), EPEX SPOT power UK, of a planned outage due to take place on Tuesday 13 March 2018 between 18:40 (GMT) and 21:15 (GMT). This means the Market Index Data used to calculate the Market Index Price will not be provided to BSC Central Services by this MIDP for Settlement Periods 41-42 (inclusive).

EL02767 : Conclusion: Reporting of non-BM STOR costs in Balancing Services Adjustment Data

This Circular is being issued as a conclusion to ELEXON Circulars EL02729, EL02731, EL02736 and EL02744 concerning the way in which certain non-BM STOR Balancing Services Adjustment Costs were included in the Balancing Services Adjustment Data (BSAD) by National Grid between 1 March 2016 and 4 December 2017. It provides National Grid’s decision and the Trading Disputes Committee (TDC) determination.

EL02766 : Continued use of the Warm Standby (DTN) Gateway

Further to BSC Bulletin 282 we are continuing to use our Warm Standby Gateway in order to send and receive files over the Data Transfer Network (DTN). We are currently assessing when we will switch back to our Primary Gateway and are targeting week commencing 26 February 2018.

EL02763 : BMRS planned downtime: Thursday 15 February 2018

There will be a period of planned downtime for the Balancing Mechanism Reporting Service (BMRS) between 17:00 (GMT) and 19:00 (GMT) today, Thursday 15 February 2018.

This downtime is required to resolve the delay in publishing Maximum Import Limit (MILS) and Maximum Export Limit (MELS) data as communicated in the BSC Bulletin sent on Wednesday 14 February 2018.

Today, Tuesday 30 January 2018, Ofgem revoked the Supplier license for Future Energy Utilities Limited (Party ID: SIROCCO). Hudson Energy Supply UK Limited (Party ID: AMPERE), referred to as Green Star Energy on the Ofgem website, has been appointed as the Supplier of Last Resort for the customers of Future Energy Utilities Limited.

Due to issues with the Central Teleswitch Control Unit (CTCU) message assembler, no teleswitch messages were received for Sunday 31 December 2017 and Monday 1 January 2018. These issues prevented the out-turn Teleswitch file (D0277) from being created and processed as usual.
Teleswitch instructions for 31 December 2017 have been defaulted to 24 December 2017, and instructions for 1 January 2018 have been defaulted to 1 January 2017.

We are currently experiencing an issue which is preventing us from receiving TIBCO messages from BSC Central Systems.

EL02725 : ELEXON power outage: 18:00 Friday 24 November – 18:00 Sunday 26 November 2017

A planned power outage will take place between 18:00 (GMT) Friday 24 November and 18:00 (GMT) Sunday 26 November 2017. This is an ELEXON IT systems outage and will not affect the BSC Central Systems.

During the outage, the networks will be unavailable; therefore, we will be unable to receive TIBCO messages, which are used for calculating the Balancing Mechanism (BM) Prices. As a result, the BM Prices for Settlement Days Friday 24 November 2017 to Sunday 26 November 2017 may be less reliable than usual.

EL02722 : Expulsion Notice for Defaulting Party – Oak Capital LLP

Circular EL02711 previously notified the Authority and other Parties of the Panel’s intention to expel Oak Capital LLP (Company Number OC378334, Party ID ‘OAKCAP’) from the Balancing and Settlement Code (BSC). No representations were made from Parties in relation to the Default or the Panel’s intention to expel Oak Capital LLP from the BSC. An Expulsion Notice has been sent to Oak Capital LLP in accordance with Section A5 of the BSC advising the Expulsion Date is 7 December 2017.

EL02719 : Confirmation Notices for ESD DA851 paid on 31 October 2017

We are aware that the Confirmation Notice issued by the Funds Administration Agent (FAA) for Payment Date 31 October 2017 did not include the payments in respect of the Extra Settlement Determination (ESD) Dispute DA851, paid on that date.

To ensure that all affected Parties have compliant tax documentation, the FAA have today issued a separate Confirmation Notice which details only the ESD Dispute charges.

EL02718 : Planned National Grid BSAD Outage: Wednesday 1 November 2017

National Grid has notified us that there will be a Balancing Service Adjustment Data (BSAD) planned outage between 11:00 (GMT) and 11:30 (GMT) on Wednesday 1 November 2017.

The Balancing Mechanism Reporting Agent (BMRA) will not re-run indicative Settlement calculations on any impacted Settlement periods following the completion of this planned outage. The BM System will not be affected by this planned downtime.

EL02716 : Would you like to receive ELEXON Operational updates by email?

In November 2016, ELEXON introduced an email notification function. From 18:00 (BST) today, Tuesday 24 October 2017, we will extend this service by creating additional notifications for new ‘ELEXON Messages’. This new alert will cover a number of areas: notifications of BSC Agent downtime (planned and unplanned), use of default data in Volume Allocation Runs, updates to the Credit Assessment Price (CAP) and any general operational issues which we may experience.

EL02713 : Correction to System Prices at R2 Settlement Run

An error was identified in the System Operator (SO) flagging of Balancing Services Adjustment Actions (BSAA) for the Settlement Date 24 June 2017. As a result eight System Prices on this day have been recalculated at the R2 Settlement Run.

EL02711 : Default of BSC: Oak Capital LLP

In accordance with the provisions of the BSC a meeting of the Panel was convened at 10:00 on 12 October 2017.

The Panel noted that the Defaulting Party is in Default under Section H3.1.1(g)(iv) of the BSC in that on 25 September 2017, an administrator was appointed in relation to the Defaulting Party.

EL02707 : BMRS planned downtime: Monday 9 October 2017

There will be planned downtime for the Balancing Mechanism Reporting Service (BMRS) between 17:00 (BST) and 18:00 (BST) on Monday 9 October 2017. During this downtime there will be a delay in receiving, loading and publishing data on the BMRS website as well as via the API and Data Push services. In addition users of the TIBCO service will see a delay in the publishing of TIBCO messages via their High Grade Communications Lines.

During this downtime there will be a delay in the data sent to ENTSO-E Transparency Platform from BMRS. However, you can continue to submit REMIT data via the ELEXON Portal during this planned downtime, where the data will be accepted, queued and sent in sequence, although these files will be delayed by this planned downtime.

EL02706 : Planned National Grid MODIS Downtime: Wednesday 27 September 2017

National Grid has informed us that there will be a period of planned downtime on MODIS (Market Operation Data Interface System) on Wednesday 27 September 2017 between 13:00 (BST) and 16:30 (BST).  Half hourly LoLP and DRM data publication is likely to be affected for some or all of this outage period. Any affected runs will not be published retrospectively, which is in accordance with the BSC.

EL02704 : Withdrawal from the Balancing and Settlement Code – Noble Cleans Fuels Limited (Party ID: NOBLE)

This is notification that Noble Cleans Fuels Limited will withdraw from the Balancing and Settlement Code (BSC) on 14 September 2017 in accordance with section A5.1 of the Code. Noble Cleans Fuels Limited (Party ID: NOBLE) (Party Agent ID: NOBLEPA) was registered as a Non-Physical Trader, Interconnector User and Energy Contract Volume Notification Agent (ECVNA). Its withdrawal should not affect any other Parties.

As a result, the BM Prices for Settlement Days Saturday 16 September 2017 and Sunday 17 September 2017 may be less reliable than usual. This will not be corrected until we have data from the Interim Information (II) run for these two Settlement Days.

EL02700 : Issue affecting National Grid’s Market Operation Data Interface System (MODIS)

National Grid has informed us that they have been experiencing an issue affecting access to the MODIS (Market Operation Data Interface System).
This issue has prevented users from submitting ETR/REMIT data into MODIS via FTP and subsequently this data being sent to the BMRS for publication. In turn, this data is not being sent to the ENTSO-e Transparency Platform. Users are still able to submit ETR/REMIT data using the MODIS user interface.

EL02695 : Credit Assessment Price (CAP) review consultation now closed – Credit Committee will meet next week

A consultation paper on the value of the CAP was issued on Monday 21 August 2017 following a breach of the CAP trigger level. Parties were invited to indicate whether they agreed with the proposal to increase the value of the CAP to £50/MWh from its current approved level of £43/MWh.

The consultation closed on Tuesday 29 August 2017. Not all responses were in agreement with the proposed value and therefore, in accordance with the CAP Review Guidance, a Credit Committee meeting will be held week commencing 4 September 2017.

EL02694 : Planned National Grid MODIS Downtime: Tuesday 5 September 2017

National Grid has informed us that there will be two short periods of planned downtime on MODIS (Market Operation Data Interface System) between 11:05 (BST) and 14.00 (BST) on Tuesday 5 September 2017. Each of these periods will last approximately 15 minutes. Users will be able to submit data via SFTP to MODIS during the downtime, though they may notice delays. This data will be queued and processed after the outage has completed.

EL02690 : Planned National Grid MODIS Downtime: Wednesday 16 August 2017

There will be a period of planned downtime on MODIS (Market Operation Data Interface System) on Wednesday 16 August 2017 between 13:00 (BST) and 15:30 (BST).

MODIS sends Loss of Load Probability (LoLP), De-rated Margin (DRM), REMIT and Transparency data from National Grid to the Balancing Mechanism Reporting Service (BMRS). Users will be able to submit data via SFTP to MODIS during the downtime and this data will be queued and processed after the outage has completed. No REMIT or Transparency data will be sent to BMRS until after the outage. In addition, users will also not be able to login via the web application.

National Grid does not expect its internal European Transparency Regulation (ETR), LoLP and DRM data reporting to be affected during this planned downtime. However, if LoLP and DRM data is affected, it will not be published retrospectively, which is in accordance with the BSC.
Participants who submit REMIT data via the ELEXON Portal will not be impacted and National Grid’s Balancing Mechanism (BM) systems will also be unaffected by this planned downtime.

In order to avoid any delays in processing your REMIT and Transparency submissions National Grid has requested participants submit all relevant messages before 13:00 (BST). Otherwise Parties are not required to take any further action but note the impact of this planned downtime.

This means the Market Index Data used to calculate the Market Index Price will not be provided to BSC Central Services by this MIDP for Settlement Periods 42-44 (inclusive).

EL02687 : Delay in the receipt of Acknowledgements from the European Transparency Platform (EMFIP)

Currently, we are seeing delays of approximately 90 minutes in the receipt of ‘Acknowledgements’ from the Electricity Market Fundamental Information Platform (EMFIP). This system is used by ENTSO-E to publish European Transparency Regulation (ETR) data sent by National Grid via the Balancing Mechanism Reporting Service (BMRS).

The ETR data is still being published on BMRS and EMFIP.

Please note that the BMRS website, APIs, Data Push Service and TIBCO feed remain unaffected by this issue and are operating as expected.

EL02685 : ELEXON IT system outage between 9:00 and 18:00 on Saturday 5 August 2017

IT system maintenance will take place between 9:00 (BST) and 18:00 (BST) on Saturday 5 August 2017.  This is an ELEXON IT systems outage and will not affect the BSC Central Systems.

The outage is due to necessary maintenance on ELEXON’s internal infrastructure.

During the outage, the networks will be intermittently unavailable; therefore, we will be unable to receive TIBCO messages, which are used for calculating the Balancing Mechanism (BM) Prices. As a result, the BM Prices for Settlement Day Saturday 5 August 2017 may be less reliable than usual. This will not be corrected until we have data from the Interim Information (II) run for this Day.

National Grid has informed us that there will be a period of planned downtime affecting MODIS (Market Operation Data Interface System) between 18:00 (BST) and 20:00 (BST) today, Thursday 20 July 2017.

During this period of planned downtime MODIS will not send Loss of Load Probability (LoLP), De-rated Margin (DRM), REMIT and Transparency data to the Balancing Mechanism Reporting Service (BMRS).

National Grid’s Balancing Mechanism (BM) system data will continue to be published on the BMRS during this planned downtime.

Please be aware that we are continuing to experience intermittent issues which are affecting the connectivity to the Data Push Service (DPS). This could result in some users not receiving messages despite being connected.  We are working with our Service Provider to identify the root cause and we will provide further updates during the course of this investigation.

Although the Data Push service is still available, users may notice brief periods of instability whilst this problem persists. During these brief periods, some users may not receive the messages in a timely manner and those missed messages will be recovered thereafter. The BMRS website, the Application Programming Interfaces (APIs) and TIBCO service are unaffected by this issue.

Further to ELEXON Circular EL02667, we can confirm that the periods of planned downtime which took place across the Balancing Mechanism Reporting System (BMRS), the ELEXON Portal and the Market Operation Data Interface System (MODIS) have all been completed successfully.

These periods of planned downtime were required in order to deploy the June 2017 BSC Release which is now live.

EL02669 : Update on the Issue affecting the Data Push Service

Further to ELEXON Circular EL02668 we are continuing with our analysis into the root cause of this issue.

We will continue to provide further updates during the course of this investigation.

Whilst the Data Push service is still available, users may notice brief periods of instability whilst this problem persists (tending to be for approximately 90 seconds at a time) and these periods may be more frequent between 00:00 (BST) and 02:00 (BST) each day.

During these brief periods of instability, some users may not receive the messages in a timely manner and those missed messages will be recovered thereafter.

EL02668 : Issue affecting the Data Push Service

We are experiencing an intermittent issue affecting the Data Push Service (DPS). This could result in some users not receiving messages despite being connected.

The Data Push Service allows the near real-time publishing of information from the Balancing Mechanism Reporting Service (BMRS).

We are working with our Service Providers to identify the root cause and we will provide further updates during the course of this investigation.

EL02667 : Planned downtime required for the June 2017 Release deployment

There will be a period of planned downtime on the ELEXON Portal from 18:15 (BST) on Wednesday 28 June to 03:00 (BST) on Thursday 29 June 2017.

In conjunction, there will also be a period of National Grid planned downtime on the Market Operation Data Interface System (MODIS), which will take place from 18.15 (BST) on Wednesday 28 June to 04:30 (BST) on Thursday 29 June 2017.

These periods of planned downtime are all required to deploy the June 2017 BSC Release.

EL02666 : Information relating to P272 Non-Compliances

Ofgem attends the Performance Assurance Board (PAB) as an observer, and as such receives data on Suppliers’ performance – including their compliance with P272.
This month the PAB, including Ofgem, will see the final positions of Supplier Migration Updates for P272 as of 1 April 2017 including:

  • Supplier reported non-compliances under Supplier Licence Condition (SLC) 12 (the Supplier Licence obligation to install working remotely configurable metering on Profile Class 5-8 metered sites with effect from 6 April 2014)
  • Suppliers who are non-compliant with the obligations outlined under P272 Mandatory Half-Hourly Settlement for Profile Classes 5-8.

EL02662 : Planned MIDP Outage on Tuesday 13 June 2017 – impact on BMRS System Price Calculations

ELEXON has been advised by one of the Market Index Data Providers (MIDPs), EPEX SPOT power UK, of a planned outage due to take place on Tuesday 13 June 2017 between 18:30 (BST) and 23:15 (BST).

This means the Market Index Data used to calculate the Market Index Price will not be provided to BSC Central Services by this MIDP for Settlement Periods 41-47 (inclusive).

EL02659 : Update: Defaulting of Teleswitch file for Settlement Day 30 May 2017

Yesterday 30 May 2017 we issued ELEXON Circular EL02658. We advised that the data files received from the Teleswitch Agent relating to 28 and 29 May 2017 contained a number of anomalies in different regions. The issue in the Central Teleswitch Control Unit (CTCU) system has now been fixed but the data for Settlement Day 30 May 2017 is required to be defaulted due to the Supplier Volume Allocation Agent (SVAA) system’s rules.

This system rule is being investigated.

EL02657 : Planned downtime on National Grid Energy Forecasting System (EFS) on 31 May and 2 June 2017

National Grid has advised us that they are carrying out a routine planned disaster recovery exercise on the Energy Forecasting System (EFS). This will result in the temporary interruption of the following European Transparency Regulation (ETR) reports generated from EFS; Actual Total Load (B0610) and Actual Aggregated Generation Per Type (B1620). The expected interruptions will take place between 17:00 – 22:00 on Wednesday 31 May and between 17:00 – 22:00 on Friday 2 June 2017.

EL02653 : Further update: Delay in receipt and publication of data on BMRS

Further to ELEXON Circular EL02652, we are now processing the backlog of files from National Grid on the BMRS.

However, we do expect the BMRS to be fully updated by approximately 10:30 (BST).

We are continuing to review the root cause of this issue and will provide further updates when we are able.

EL02650 : BSC Central Systems untargeted by worldwide cyber attack

Parties will be aware of the recent ransomware attack which has affected IT systems both in the UK and around the world.

We can confirm that the BSC Central Systems were not attacked and remain unaffected.

We will continue to work with our Service Provider to monitor the situation and to ensure that any appropriate measures are taken.

EL02648 : Settlement issue impacting GSP Group _H

A Settlement Error with an impact of approximately 168,500 MWh has been identified, impacting Grid Supply Point (GSP) Group _H (Southern) for Settlement Dates 3 November 2015 to 24 January 2017 inclusive.
The error in Settlement is subject to a Trading Dispute, DA833, raised on 27 April 2017, which ELEXON will present  to the Trading Disputes Committee (TDC) on 1 June 2017 to determine a rectification of the impacted Settlement Days.

EL02643 : Planned ELEXON Portal outage on Wednesday 26 April 2017

There will be a planned ELEXON Portal outage between 17:00 (BST) and 19:00 (BST) on Wednesday 26 April 2017.

Parties will experience intermittent issues accessing the ELEXON Portal during this time; in addition, any REMIT data, which is submitted through the ELEXON Portal, may not be published by the BMRS website (www.bmreports.com) until after the outage.

EL02641 : Missing National Grid ‘2 – 14 Day Ahead’ forecast data

We have not received the latest 2 – 14 Day Ahead forecast data for 11 April 2017 from National Grid, therefore this data has not been published on the Balancing Mechanism Reporting Service.

We are in contact with National Grid in order to resolve this issue and we will publish a further circular when the data is available.

EL02640 : Resolved: Missing Settlement Data from 1 April 2017

We have identified the root cause of the issue which had resulted in missing Settlement Data from 1 April 2017. This issue is related to data from a single Non Half Hourly Data Aggregator (NHHDA) that was not received in time and failed to be defaulted in the volume allocation run. This affected II Settlement Runs from 1 – 3 April 2017 (inclusive) and is limited to 13 Supplier BSC Parties.
Our Operational Support Managers will contact the affected Suppliers to ensure they are aware of the issue.

EL02639 : Missing Settlement Data from 1 April 2017

We are currently investigating an issue that has resulted in missing Settlement Data from 1 April 2017.
Our initial understanding is that the Settlement Administration Agent I014 report is affected and some BSC Parties will not have BM Unit metered volumes. We are working with our service provider to diagnose the exact nature of the issue and the impact on Parties.

EL02633 : Updated Supplier Volume Allocation Agent (SVAA) Calendar 2016/2017

An issue was recently identified with the 2016/2017 SVAA Calendar, whereby the Volume Allocation Runs (VARs) for six Settlement Days scheduled for Thursday 13 April 2017 are being run on the same Settlement Day as the Settlement Administration Agent (SAA) Run on the SAA Calendar.

This has now been corrected and the revised calendar is available on the ELEXON Portal.

EL02626 : Resolved: Missing System Prices on BMRS

We have now resolved the issue which had affected the System Price calculation on the Balancing Mechanism Reporting Service (BMRS) – www.bmreports.com.

We will begin re-running the System Price calculations for the affected Settlement Periods from 10:00 (GMT). We expect that the BMRS will be fully updated by 12:00 (GMT).

EL02625 : Resolved: Delay in the publication of the E0141 Daily Notification Report

We have resolved the issue, which prevented the distribution of the Energy Contract Volume Allocation Agent (ECVAA) E0141 Daily Notification Reports. These reports have not been issued to BSC Parties since Tuesday 21 March 2017 (containing data for Monday 20 March 2017).

We will begin sending all missing E0141 Daily Notification Reports from 15.30 (GMT) today, 23 March 2017.

EL02624 : Delay in the publication of the E0141 Daily Notification Report

We have experienced an issue with the distribution of the Energy Contract Volume Allocation Agent (ECVAA) E0141 Daily Notification Report. This report was due to be issued at 02:00 (GMT) this morning.

We are working with our service provider to diagnose the root cause of the issue and to release the report as soon as possible. We will issue further communications as soon as we are able to provide an update.

There will be a planned downtime on Tuesday 21 March 2017 between 00:57 (GMT) and 09:15 (GMT), which will impact all BSC Central Systems applications.

This planned downtime is required in order for ELEXON to undertake migration activities as we move all BSC Central Systems applications to our new hosting environment.

An issue was identified on 12 January 2017 for DASL Half Hourly Data Aggregator (HHDA). The issue resulted in erroneous data being submitted to the Supplier Volume Allocation Agent (SVAA). Action has been taken to default data where possible. The affected Settlement Dates and Settlement Runs are identified in this Circular.

EL02578 : Missing data on BMRS: 2-52 Week Ahead data

Currently ‘2-52 Week Ahead’ data is not being published on the BMRS website. This forecast data is sent weekly by National Grid.
