Summary

Elexon has proposed to MRASCo that two new dataflows be introduced as part of the Metering System Commissioning process. The new dataflows will allow Licensed Distribution System Operators (LDSOs), Suppliers and Meter Operator Agents (MOAs) the ability to exchange information using the Data Transfer Network. CP1496 will allow those two dataflows to be reflected in Balancing and Settlement Code (BSC) Subsidiary Documents

Responsibility for Commissioning lies with the Registrant (normally a Supplier) however, this may be delegated to their MOA. The exception to this is measurement transformers. Where a measurement transformer is owned by a BSC Party (normally a LDSO), the BSC Party is responsible for Commissioning up to, and including, the testing facilities. Where a measurement transformer is owned by a non-BSC Party, the Registrant (via its MOA) is responsible for Commissioning. To meet these obligations, LDSOs e-mail Commissioning records as PDF attachments to MOAs. The MOAs then email any relevant PDF attachments to the Registrant notifying them of the Commissioning status of the Metering System. Where there are gaps in the process or issues with completing Commissioning, this information, and corresponding instructions, is also passed by email.

Passing information by email is resource intensive and is difficult to track for audit purposes. The introduction of two new dataflows will remove the need to use e-mail. We are also proposing changing the record keeping requirements so that whoever completes the Commissioning process will retain all records and make them available on request.

The Commissioning process, in reality, is different where the measurement transformers are owned by a BSC Party than where they are owned by a non-BSC Party. Timescales for omission and defect rectification are not given, so potentially inaccurate data from that Metering System could be used for Settlement for some time until defects are rectified. As such, CP1496 proposes separating the process for BSC Party owned and non-BSC Party owned measurement transformers as well as setting specific timescales to rectify defects or omissions.
